JUNIUS TREATY
The Junius Treaty, established in the absence of a clear victor, dictates a restoration to the pre-war status quo. Clauses on arms limitations were also included, citing reflections on the previous war that pushed humanity to the brink of extinction and the need to prevent an arms race.
1. Limitation and Monitoring of Weapon Possession
The number of weapons each nation can possess, such as mobile suits and ships, is limited. These limits are based on each country’s calculated national power, derived from factors like population, GNP, and unemployment rate, adhering to the Lindemann Plan proposed by the Scandinavian Kingdom’s Foreign Minister Lindemann, which includes mutual monitoring and compliance enforcement.
2. Renunciation of Reparations
Both the Earth Alliance and PLANT have renounced claims to war reparations, due largely to the nonexistence of a victorious party and the impracticality of reparations given the extensive damage suffered by both sides during the war.
3. Independent Trials for War Criminals
War criminals are to be tried independently by their respective nations, without the establishment of an international tribunal. This arrangement stems from the absence of a victorious nation, a desire to prevent retaliation, and PLANT’s objections to a potentially Earth Alliance-dominated tribunal.
4. Unconditional Relinquishment of PLANT’s Territorial Occupations on Earth
PLANT is required to relinquish all occupied territories on Earth unconditionally. However, the treaty allows the continuation of two terrestrial bases as embassies and permanent monitoring group stations.
5. Tariff Concessions for Former PLANT Sponsor Nations
Former PLANT sponsor nations, like the Atlantic Federation, have been granted favorable tariff conditions, enabling the Earth Alliance to achieve one of its strategic goals, albeit with reduced disparities between sponsor and non-sponsor nations.
6. Unconditional and Unlimited Acceptance of Inspections Related to the Lindemann Plan
Both forces are required to accept inspections unconditionally and without limitations to verify adherence to the weapon possession limits outlined in the Lindemann Plan, linking to the arms limitation and the establishment of permanent monitoring stations.
7. Prohibition of Military Use of NJC
The use of Neutron Jammer Canceller (NJC) technology in weapons is prohibited, including ultra-large laser cannons that require nuclear power generation to operate, and mobile suits equipped with nuclear engines capable of near-permanent operation times.
8. Prohibition of Mirage Colloid Stealth Technology
The use of Mirage Colloid for stealth purposes is completely banned, aimed at preventing the deployment of large strategic weapons and covert operations by Mirage Colloid stealth-equipped mobile suits or ships.
9. Continuation of PLANT’s Two Major Terrestrial Bases
The former Gibraltar and Carpentaria bases built by ZAFT on Earth are permitted to continue operating as embassies with permanent monitoring stations, largely serving as international spaceports accessible to all factions.
10. Provision of a Military Satellite to the Earth Alliance
PLANT has agreed to provide a military satellite to the Earth Alliance, stationed near PLANT, corresponding to the continued operation of the Gibraltar and Carpentaria bases.
11. Designation of the Moon as a Neutral Zone
The entire moon is designated as a neutral zone. However, both the Earth Alliance and PLANT are permitted to construct an equal number of lunar bases, although this has led to some practical inconsistencies. Daedalus Base is one such lunar facility constructed in accordance with this provision.
12. Restoration of Borders as of C.E. 70.02.10
Borderlines are restored to their status at the onset of the previous war, with nations under the dominion of the Earth Alliance, such as the United States of South America and the Orb Union, regaining their independence.
Following the conclusion of the Junius Treaty, various factions initiated efforts to comply with its provisions, particularly those related to arms limitation, significantly impacting the development and deployment of treaty-compliant mobile suits by both the Earth Alliance and PLANT. However, factions not bound by the treaty also emerged. Even after the treaty’s conclusion, mutual distrust between the Earth Alliance and PLANT remained deep-rooted, leading to the development of new weapons and opposition to the treaty’s ratification.
■ Development Freeze on NJC-Equipped Weapons
In response to the prohibition of NJC in military applications, the development of NJC-equipped mobile suits was halted, and designs were altered. PLANT, previously planning to equip its new main mobile suits with NJC and nuclear engines, was forced to reconsider and halt these plans.
■ Acceleration of High-Performance Weapon Development
With nuclear power restricted, factions advanced the development of high-performance weapons powered by conventional means. ZAFT initiated projects for mobile suits with interchangeable backpacks, while the Earth Alliance focused on deploying Striker-compatible mobile suits and developing new model mobile armor.
■ Treaty Compliance
Restoration of borders, relinquishment of occupied territories, and the provision of facilities serving both as permanent monitoring bases and embassies were publicly and smoothly executed. Trials for war criminals also proceeded independently, although the fate of soldiers who deserted at the end of the war remains unclear.
■ Emergence of Anti-Treaty Factions
Factions opposing the ceasefire and the subsequent signing and enforcement of the Junius Treaty existed. Notably, the activities of ZAFT deserters were intense, including sabotage at the signing ceremony and the orchestrated descent of Junius Seven to Earth. The clandestine operations of Blue Cosmos also continued.
TREATY ADHERENCE AND VIOLATIONS
While the Junius Treaty was generally adhered to, both the Earth Alliance and PLANT engaged in weapon development that violated the NJC prohibition and Mirage Colloid Stealth prohibition clauses. The Atlantic Federation partially reneged on the border restoration clause.
■ Development of NJC-Equipped Weapons
The Earth Alliance deployed NJC-equipped nuclear weapons and mobile suits (N Dagger N). PLANT developed the Destiny and Legend mobile suits with nuclear power capabilities and equipped the mobile fortress Messiah’s fortress cannon, Neo-Genesis, with NJC.
■ Use of Mirage Colloid Stealth
Mirage Colloid stealth was also utilized. The Earth Alliance’s N Dagger N and the Phantom Pain mothership Girty Lue were equipped with it. It was potentially used at the Earth Alliance’s Requiem-equipped station and ZAFT’s Messiah.
■ Disregard of the Border Restoration Clause
Following the treaty, the Atlantic Federation initially recognized the independence of the United States of South America as per the border restoration clause but soon reabsorbed them, likely as part of an amalgamation into the Earth Alliance, constituting an effective breach of the treaty.
