As an island nation with a policy of neutrality since its founding, Orb needed to protect its territorial waters and airspace with its limited military resources, and reinforcement of airpower for “intercepting pre-emptive enemy strikes before they reach the mainland” had been under consideration since C.E.60, and would later form the basis of the Murasame series operation plan.

At the same time, “the ability to attack enemy bases from ultra-long-range, at ultra-high speed, at ultra-high altitude, starting when the enemy is in an attack formation” was also discussed.

These operational policies even included the possibility of nuclear attacks on enemy nations, a thought that would have shaken the very foundation of Orb’s philosophy as a neutral nation; however, research and development was conducted in order to protect their policy of “no ties with any nation.”

It was previously planned as a strategic bomber rather than a mobile suit and is considered one of the top kept secrets, as its existence if revealed, would shatter the basic principles of Orb.

The suit’s name and its development plan, “Eclipse,” means just that, a blotting out of the sun. A nuance to reference the fact that Orb’s national symbol, the sun, would be clouded and would be the “one to bring Orb down if it ever came to light.”

Nonetheless, it had long been in the realm of potential strategic research. Following the turmoil of C.E.70 and the infamous Orb Liberation Operation, which resulted in their leaders taking their lives, the destruction of the mass driver, invasion of the mainland, and the national humiliation of being deprived of sovereignty and placed under an actual occupation, full-scale development was conducted to ensure that “the same tragedy would not be repeated.”

Since it was under the control of the Alliance, it was kept secret from the general public under the banner of “special units for disaster relief,” under the control of the Kiou family, one of the five families, and under the jurisdiction of the Ministry of Foreign Affairs, rather than the military. Following completion, it will be deployed with the ODR, a unit whose mission is to “pretend that nothing happened.”

This mobile suit is operated by the ODR (Orb Disaster Relief), which forms the core of their missions. It has a transformation function and can reach sites with ultra-high-speed flight. It has advanced stealth capabilities utilizing Mirage Colloid Stealth and is so highly covert that it cannot be visually recognized even if it’s right in front of you.

As a transformable machine, it has overwhelmingly higher speeds and higher altitude flight when transformed compared to the Murasame series, which was later deployed in actual combat. It also boasts a high level of durability in both mobile armor and mobile suit modes and is strong enough to overcome its vulnerabilities in close combat, one of the drawbacks to transformable mobile suits.
